In February 1973, the United Way referred to the Community Health and Welfare Planning Council a request for a study, stating that:

Hallie Q. Brown has recently moved into a greatly enlarged facility which is being operated as a multi-service center. This move has increased the United Way allocation by 117,000 USD and the greatly enlarged facility has created financing problems for the United Way[...] The new multi-service center at Hallie Q. Brown is much closer to the Hague Street facility and therefore, the Allocations Committee believes that these workers might operate successfully on a decentralized basis from the new Hallie Q. Brown facility.
