Series of papers published together in this report by the National Association of Housing and Redevelopment. Some of the cities discussed in this report are as follows: Baltimore, Maryland; Bost, Massachusettes, Pitsburg, Pennsylvania; Portland, Maine; and Rochester, New York. An excerpt from the introduction reads as follows:
In cities and towns across the land, slums are coming down and new houses are being built to take their place. Housing codes are being enforced; in-city areas are being made ready for redevelopment; structural deterioration and blight are being checked, as whole neighborhoods undergo face-lifting treatment under the impetus of urban renewal. We view all this action as a change for the better...in the physical appearance of our cities and towns.
But what of the effects of these changes on the people most directly concerned--those in the path of these vast physical improvements--those who must move elsewhere or be relocated because they do not have the means or opportunity to obtain decent housing of their own choosing? Are they changing for the better too?
